Crime Stoppers is offering a reward of up to $2,500 for information leading to the arrest of Adolphus Nelson.

BUFFALO, N.Y. — Crime Stoppers Western New York is offering a reward of up to $2,500 for information leading to the arrest of Adolphus Nelson.

Nelson is wanted for absconding parole; a warrant has been issued for his arrest. Crime Stoppers says Nelson is a level two registered sex offender and should be considered dangerous.

Nelson is a Black man who is 6 feet, 2 inches tall and weighs about 200 pounds.

Charges carry penalty of up to life in federal prison

A Florida man has been arraigned in U.S. District Court on charges related to his alleged attempts to coerce a minor to engage in sexual activity.

Gordon T. Cooper, 46, of Clermont, Fla., appeared in a virtual hearing before U.S. District Court Magistrate Judge Brian K. Epps regarding his indictment on charges of Attempted Coercion and Enticement, and Transfer of Obscene Matter to a Minor, said Bobby L. Christine, U.S. Attorney for the Southern District of Georgia. The maximum penalty for the charges are up to life in prison and substantial fines and penalties, followed by a registration as a sex offender and a period of supervised release. There is no parole in the federal system.

“Our law enforcement partners remain vigilant in monitoring cyber traffic for predators targeting vulnerable citizens, especially children,” said U.S. Attorney Christine. “Likewise, our office continues to be aggressive in prosecuting those found responsible for illegal online activities.”

According to court documents and testimony, the investigation began when the Georgia Bureau of Investigation was alerted by the National Center for Missing and Exploited Children about online traffic targeting a minor who resides in Columbia County. The messages were attempting to induce the minor to engage in illegal sexual activity and shared obscene material with the minor. GBI investigators monitoring the messages identified and arrested Cooper.

“This indictment illustrates the great work of law enforcement to investigate and prosecute crimes against children,” said Vic Reynolds, Director of the Georgia Bureau of Investigation. “The GBI is committed to working with our local, state, and federal partners to ensure that child sexual exploitation cases are aggressively pursued.”

Criminal indictments contain only charges; defendants are presumed innocent unless and until proven guilty.

This investigation took place under the umbrella of the U.S. Department of Justice’s Project Safe Childhood (PSC). The case is being investigated by the Georgia Bureau of Investigation, and prosecuted for the United States by Assistant U.S. Attorney and PSC Coordinator Tara M. Lyons.

WICHITA, Kan. — A registered sex offender has been charged with raping a 7-year-old girl in a stranger’s Wichita apartment six weeks after he was freed from prison for another rape.

WICHITA, Kan. — A registered sex offender has been charged with raping a 7-year-old girl in a stranger’s Wichita apartment six weeks after he was freed from prison for another rape.

Corbin Breitenbach, 23, was charged Tuesday with attempted capital murder, aggravated criminal sodomy and aggravated burglary.

Breitenbach said little during his first appearance other than to ask his bond amount. When he was told it was $1 million, he shook his head.

The Wichita Eagle reports the registered sex offender was sentenced to five years and eight months in prison for choking and raping a 22-year-old woman in 2012.

He was released April 28 on the condition that he report to a parole officer after receiving credit for participating in a rehabilitation or treatment program. He could have been released as early as December but wasn’t because of 32 prison disciplinary reports, according to the Kansas Department of Corrections.

The latest attack happened in the early morning hours of June 11. Police said the suspect entered the apartment where the girl was staying for the night without forcing entry and without permission. He did not know the girl, reports the Wichita Eagle.

Charging documents said Breitenbach removed the girl from a bedroom, choked her until she was unconscious, raped her on an outdoor balcony and left.

Sedgwick County District Attorney Marc Bennett said he saw the girl on Tuesday and that she is doing “better” and has been out of the hospital for days.

The condo where she was attacked is directly across a small courtyard from where Breitenbach’s girlfriend lives. Police arrested Breitenbach on Thursday after an intensive investigation.

A statement left on the voicemail recording of an Eagle reporter from Beitenbach’s family said the family “is in utter shock and disbelief.”

“It is impossible to communicate the depth of our sorrow and the grief we feel for the victim and her family,” the statement said.

He is due back in court July 5.

Phoenix police arrest suspect in woman’s death last week

PHOENIX (AP) — Police in Phoenix say a man who’s a registered sex offender has been arrested in connection with the death of a woman last week. They say 29-year-old Humphry Dogbe has been booked into jail on suspicion of first-degree murder, sexual assault and kidnapping. He’s being held on a $1 million bond with a preliminary hearing scheduled for May 18. Police say a woman was found dead on the pavement of a commercial fueling station last Friday with her clothes partially removed. Her name hasn’t been released. Witnesses told police they saw a man dragging a woman through the parking lot. Police say some of the incident was captured on surveillance video and that led to Dogbe’s arrest.

Man caught in Kingman after pursuit in stolen police Humvee

KINGMAN, Ariz. (AP) — A man accused of stealing a police vehicle has been arrested in Kingman after leading authorities on a car pursuit. Kingman police say they received reports Sunday night that a Humvee was driving erratically and hit another car. Officers attempted a traffic stop but the vehicle continued. The Humvee then stalled and the driver refused officers’ request to get out of the vehicle. Authorities say the suspect then got the Humvee started again and hit two Kingman police cars. That is when officers fired their weapons at the car. The suspect was taken into custody without incident. Police booked 26-year-old Michael Joseph Lapeer into Mohave County Jail.

Some restaurants in Arizona reopen with virus restrictions

PHOENIX (AP) — Some restaurants in Arizona reopened for dine-in service as Gov. Doug Ducey relaxed more measures aimed at easing the coronavirus pandemic. From large chains to mom and pop eateries, restaurants were allowed to host patrons for the first time Monday in nearly two months at limited capacity and with other restrictions that include more space between tables and no parties with more than 10 people. In making the decision, Ducey cited a downward trend in COVID-19 cases and hospitalizations. However, some restaurants posted on social media that they will remain closed until the governor’s stay-at-home order expires Friday or they feel prepared to meet the new conditions.

1-year-old dies after drowning in bathtub in Avondale home

AVONDALE, Ariz. (AP) — Authorities say a 1-year-old child has died after being found submerged in a bathtub in an Avondale home. Avondale firefighters were called Sunday afternoon about a possible drowning. They administered CPR on the child, who was then transported to a hospital in Goodyear in extremely critical condition. Hospital staff pronounced the child dead a short time later. Investigators say the child’s parents and siblings were home at the time. Police are now looking into what led to the drowning.

BOISE, Idaho (AP) — New plans offer a national reimagining of how to fight wildfires amid the risk of the coronavirus spreading through crews. But it’s not clear how officials will get the testing and equipment needed to keep firefighters safe in what’s expected to be a difficult fire season. A U.S. group last week released broad guidelines to consider when sending crews to blazes. Different parts of the country can tailor the guidelines, which include having firefighters camp in smaller groups and keeping crews separated. A letter from lawmakers says the U.S. Forest Service determined that large fire camps could have a disproportionately high mortality rate in worst-case scenarios. Agency officials say that risk assessment is “outdated.”

The virus arrived on the reservation in March, hopscotching across families and clans, and churches and towns. The numbers continue to grow. Navajos are susceptible to the virus’ spread because they are so close knit, that’s also how many believe they will beat it.

LAKE HAVASU CITY, Ariz. (AP) — A handful of international students are stranded in Lake Havasu City because of the coronavirus. They can’t go home until global travel restrictions are lifted and when that will happen is anyone’s guess. When the COVID-19 threat forced Arizona State University’s Lake Havasu branch campus to switch to online instruction, most students left in late March to finish the spring semester at home. But 15 ASU Havasu students didn’t have that option because their homes are in Europe, Asia or elsewhere around the globe. They continue to live in the university’s residence hall and stay in touch with their families through the internet.

Savannah’s homeless initiative on Dundee Street could be model for future efforts

A Savannah initiative for housing homeless folks should begin to take shape within two weeks on a Dundee Street plat adjacent to the Tiny House project, City Manager Pat Monahan said Friday, June 12.

Dundee Village will sit on about a three-acre site, first with 65 tents and later with 65 converted shipping containers in what Monahan said would be a pilot project for possible use at other sites in the city.

First proposed as an overflow site for homeless left out of existing shelters because of social distancing requirements spurred by COVID-19, the project now has expanded to a pilot.

“That left some 100 homeless on the streets,” Monahan said. “We needed to provide overflow shelters. … It’s a quick solution but it’s a long-term solution.”

It offers an alternative to homeless camps under bridges and other sites in the city and provides showers and other amenities, he said.

Monahan said there are about 3,000 circumstantial homeless in Savannah, or those who have lost jobs or homes for a brief time. An additional 1,000 are chronic homeless, with about a third of those living in camps.

The city is waiting for Georgia Power to provide electricity to the site before moving in the tents, which is hoped to be in about two weeks.

In addition, a 10-by-40-foot shipping container will be on the site in the same time frame to provide a community center and case worker, Monahan said.

The additional containers are expected to begin in about six months and eventually will replace the tents as more permanent structures.

“We’re experimenting with the containers,” he said, adding that they make a perfect building block.

The camp will be laid out to accommodate single men, single women and family sections.

The city is establishing a code of conduct for Dundee Village residents, including prohibiting drugs, alcohol and firearms as well as sex offenders. Eventually, support or wrap-around services will be in place, although that will not be a city function.

Those services will include behavioral health and medical as well as job training, Monahan said.

“The city is not doing the work, not getting into this business,” he said.

Monahan said the Georgia Ports Authority has provided suppliers’ names, and he hopes the containers will be donated. Local businesses can donate the units as well, he said.

The cost

Monahan said each container will cost $3,000 to $5,000 and can be built out for a total cost of about $10,000 a unit.

Those units will come in three sizes to accommodate single residents, couples and families, Monahan said.

Volunteers will be relied on to help flesh out the containers.

Monahan credited Alderwoman Linda Wilder-Bryan, who sought donations and got 200 tents, but they were small, one- or two-person shelters.

Amazon has agreed to trade those tents for bigger tents for as many as five people, he said.

Wilder-Bryan said the effort is a continuation of almost 39 years of work to assist “people who people want to forget.”

She said friend Andree’ Patterson, a community leader, sent her a news article on similar efforts in Tampa, Florida, to help the homeless. She went on Facebook to seek donations, including towels and socks.

“It just grew legs,” she said. “This will be the first time in Savannah that they will have an actual sanitary homeless site that offers lights and (security) camera, a washer and driers, toilets and showers.”

“This is my baby,” she said. “I’m excited about this.”

“They won’t look like containers,” Monahan added. He sought the input of Savannah architect Patrick Shay for design of the container homes.

“He volunteered to do it,” Monahan said. “He didn’t charge the city a dime for it.”

Shay, president of Gunn Meyerhoff Shay Architects, said that when Monahan approached him with the concept, he was “dubious.”

Architects in his office “ran a little bit of a contest in the office” and the results impressed, he said. Shay said the final package, on a smaller scale, will have some of the amenities of a small apartment.

“They are durable,” he added.

Alternative project

Monahan said the work can be done a lot quicker than the Tiny House project next door.

“We’ll have 65 tents up in a week,” he said.

Monahan said that while he supports the Tiny House project by the Chatham-Savannah Authority for the Homeless, he thinks they have taken too long and been too expensive.

“I think it’s a better plan than the Tiny House project,” Monahan said. “It’s about economics and how quickly we can get it done.”

But the two projects will work in conjunction with each other, he said.

Chatham-Savannah Authority for the Homeless Authority Executive Director Cindy Murphy Kelley announced this week that the authority is moving ahead with fundraising for phase 2 of the Tiny House project, called The Cove at Dundee, to house military veterans who are homeless.

That project houses 23 homeless in Phase 1 and another 23 in Phase 2.

A sex offender previously convicted in state courts has been has been sentenced to more than 20 years in federal prison after being captured in a nationwide sting while attempting to commit additional crimes against children.

Benjamin Ray, 40, of Honea Path, S.C., was sentenced to 258 months in prison by U.S. District Court Judge William T. Moore Jr. after pleading guilty to Attempted Coercion and Enticement of a Minor to Engage in Sexual Activity for incidents that occurred in Chatham County, said Bobby L. Christine, U.S. Attorney for the Southern District of Georgia. In addition, Ray must serve 15 years of supervised release after completion of his prison term. There is no parole in the federal system.

“There will be no more opportunities for this criminal to prey on children,” said U.S. Attorney Christine. “Thanks to the outstanding effort of our law enforcement partners, his days of catch and release in the system of another state are over.”

According to information presented during his sentencing hearing, Ray has a more than 20-year history as a child predator, starting at age 17 when he was convicted of molesting an 8-year-old girl. After a brief prison term he was convicted at age 22 of molesting an 11-year-old girl. After release from custody, Ray repeatedly was convicted of failing to register as a sex offender.

Ray was arrested in 2019 as part of Operation Broken Heart, a nationwide operation conducted by the Internet Crimes Against Children task forces, after Ray held a vulgar online conversation with an undercover law enforcement officer whom Ray believed to be a child. During the subsequent investigation, officers found evidence that Ray was committing crimes with a real child and seeking 14-year-old victims.

“This criminal will be spending more than a year in jail for every year of his life that he has been molesting and preying on children,” said acting Special Agent in Charge Robert Hammer, who oversees Homeland Security Investigations (HSI) operations in Georgia and Alabama. “Unfortunately, even a 21-and-a-half-year sentence will not restore the innocence of all the children who have fallen victim to this predator.”

Operation Broken Heart led to the arrest of nearly 1,700 suspected online child sex offenders, including two in the Southern District of Georgia. The task forces identified 308 offenders who either produced child pornography or committed child sexual abuse, and identified 357 children who suffered recent, ongoing or historical sexual

During the course of the operation, the task forces investigated more than 18,500 complaints of technology-facilitated crimes targeting children and delivered more than 2,150 presentations on internet safety to over 201,000 youth and adults.

The other Southern District defendant in the operation, Steven Andrew Ross, 30, of Savannah, was sentenced in February to 120 months in prison by U.S. District Court Judge Lisa Godbey Wood after pleading guilty to Attempted Sex Trafficking of a Minor.

The ICAC Program is funded through the Department’s Office of Juvenile Justice and Delinquency Prevention (OJJDP) within the Office of Justice Programs (OJP).

The cases in the Southern District of Georgia were investigated by Homeland Security Investigations and the Savannah Police Department, in conjunction with the Internet Crimes Against Children Task Force, and prosecuted for the United States by Assistant U.S. Attorney Tania Groover.

DOUGLAS, Ga. (WALB) – The Coffee County Sheriff’s Office is looking for a wanted sex offender.

Deputies said Joseph Glenn Wright was convicted in February 2010 of child molestation in Coffee County Superior Court. Wright last reported he was homeless and living under the 17 Mile River Bridge on Highway 221 North.

Officials with the Department of Community Supervision and the sheriff’s office said they have been unable to contact him.

Warrants have been issued for Wright’s arrest.

Wright is described as 5′7, 160 pounds with brown hair and hazel eyes.

TALLAHASSEE, Fla. (AP) — The chief financial officer of a nonprofit domestic violence agency says she cashed in 15 weeks of paid time off given to her two days before a recent fiscal year ended. Florida Coalition Against Domestic Violence CFO Patricia Duarte told a House committee Thursday that she was awarded the 75 days of paid time off in 2018 and was told she could cash it in over the following two days or save it for a future date. She cashed it in. The coalition is under investigation for exorbitant executive compensation.

Florida officials express caution — not panic — over virus

TALLAHASSEE, Fla. (AP) — Florida Gov. Ron DeSantis is reassuring his state that health officials are prepared for any cases of a new strain of coronavirus that has already killed thousands abroad. At a Thursday morning news conference, the governor said there were no confirmed infections in Florida from the virus known as COVID-19. State health officials are attempting to calm fears, but critics say state officials aren’t being forthcoming about any suspected cases in the state. Meanwhile, some colleges and universities have canceled trips abroad as precautions. A key business analyst said this week that the state should be “concerned but not panicked” about the outbreak’s threat to the Florida economy.

Police: Florida man killed mom, stepsister in knife attack

LARGO, Fla. (AP) — Investigators say a Florida man is accused of attacking his mother and stepsister with a knife and killing them. A man called 911 around 6:30 p.m. on Wednesday and told the dispatcher that his son was attacking two family members inside their apartment in Largo, which is near St. Petersburg,  When officers arrived at the apartment, they found one woman dead and a younger woman severely injured. She was taken to a hospital, where she later died. Police haven’t release their names. But 49-year-old Wiley Mackenzie was arrested and taken to jail. He’s charged with two counts of first-degree murder.

Charge dropped against artist who wrote on art-banana wall

FORT LAUDERDALE, Fla. (AP) — Charges have been dropped against an artist who scrawled a red message about sex offender Jeffrey Epstein on a wall where an artist had previously duct-taped a banana. Artist Rod Webber walked out of a Miami courthouse Thursday and declared victory as he took a bite out of a banana, peel and all. He says the case has been dismissed. He was charged with criminal mischief in December when he wrote in lipstick, “Epstien didn’t kill himself,” on a blank wall where another artist had duct-taped a banana that sold for over $100,000 and was widely parodied on social media.

Medical examiner: Wilton Manors mayor died of brain aneurysm

WILTON MANORS, Fla. (AP) — A medical examiner has determined that Wilton Manors Mayor Justin Flippen died of a brain aneurysm. Officials say Flippen was on his way to Tuesday night’s commission meeting when police received a call for medical assistance. Officers found 41-year-old Flippen unresponsive in his vehicle. They began CPR and paramedics rushed him to a hospital, where he died. The city commission meeting began without Flippen and was abruptly adjourned a short time later. Flippen was elected mayor in 2018. He had previously served on the city commission as well. City officials say a celebration of life is being planned.

Woman in custody after body found in trunk

TITUSVILLE, Fla. (AP) — Police say the body of a Florida woman missing since last Friday was found in the trunk of a car in Tennessee and a suspect was taken into custody. A statement from police in Titusville, Florida, says investigators identified the body found Wednesday as Anna Primavere. The body was discovered by police in Lebanon, Tennessee, after the execution of a search warrant. Police say the car’s owner, 27-year-old Courtney Dawn Gibson, turned herself in on Thursday. Titusville police said they think Primavere was killed Friday and Gibson left the area Saturday and went to her parents’ home in Tennessee.

Guests evacuated after boat at Disney World takes on water

ORLANDO, Fla. (AP) — A boat filled with guests at Walt Disney World had to be evacuated after it took on water. No one was hurt, and the passengers aboard the Jungle Cruise boat got off the vessel safely Thursday. Firefighters from the resort’s private government were called to the scene at the Magic Kingdom. The attraction was opened a short time later. Disney officials didn’t say how many passengers were on the boat or what caused it to take on water. A photo posted on Twitter by a passenger showed other passengers standing on seats with water covering the boat’s bottom.

WASHINGTON (AP) — One of the nation’s largest labor unions is unveiling plans to invest $150 million in a nationwide campaign to help defeat President Donald Trump. The sweeping effort is focused on eight battleground states and voters of color who typically don’t vote. The investment marks the largest voter engagement and turnout operation in the history of the Service Employees International Union, which claims nearly 2 million members. The campaign will span 40 states and target 6 million voters focused largely in Colorado, Florida, Michigan, Minnesota, Nevada, Pennsylvania, Virginia and Wisconsin. Union president Mary Kay Henry says Trump is “systematically unwinding and attacking unions.”

Senate passes bill to give judges flexibility in drug cases

TALLAHASSEE, Fla. (AP) — Florida judges would have more flexibility in sentencing people convicted of possessing or selling small amounts of drugs under a bill passed by the Florida Senate. The Senate passed the bill Wednesday on a 39-1 vote. It would allow judges to deviate from mandatory minimum sentences in low-level drug cases if the defendant didn’t have previous drug convictions.  The defendant would also have to provide law enforcement with information and evidence about the crime itself.

UAE grants $3.5M for reef restoration in Florida Keys

KEY WEST, Fla. (AP) — The government of the United Arab Emirates has granted a $3.5 million gift to help kick off a major coral reef restoration program in the Florida Keys National Marine Sanctuary. The grant was announced Wednesday by officials of United Way of Collier and the Keys. It is the first funding commitment of the $100 million Mission: Iconic Reefs program announced last December by The National Oceanic and Atmospheric Administration and its Keys sanctuary. The program calls for restoring seven iconic coral reef sites off the Keys. The effort is likely to take two decades.

A sex offender previously convicted in state courts has been has been sentenced to more than 20 years in federal prison after being captured in a nationwide sting while attempting to commit additional crimes against children, according to a press release issued by the U.S. Attorney’s Office on Thursday.

Benjamin Ray, 40, of Honea Path, S.C., was sentenced to 258 months in prison by U.S. District Court Judge William T. Moore Jr. after pleading guilty to attempted coercion and enticement of a minor to engage in sexual activity for incidents that occurred in Chatham County, according to U.S. Attorney Bobby L. Christine.

In addition, Ray must serve 15 years of supervised release after completion of his prison term. There is no parole in the federal system.

According to information presented during his sentencing hearing, Ray has a more than 20-year history as a child predator, starting at age 17 when he was convicted of molesting an eight-year-old girl.

After a brief prison term he was convicted at age 22 of molesting an 11-year-old girl. After release from custody, Ray repeatedly was convicted of failing to register as a sex offender.

Ray was arrested in 2019 as part of Operation Broken Heart, a nationwide operation conducted by the Internet Crimes Against Children task forces, after Ray held a vulgar online conversation with an undercover law enforcement officer whom Ray believed to be a child.

During the subsequent investigation, officers found evidence that Ray was committing crimes with a real child and seeking 14-year-old victims.

Operation Broken Heart led to the arrest of nearly 1,700 suspected online child sex offenders, including two in the Southern District of Georgia. The task forces identified 308 offenders who either produced child pornography or committed child sexual abuse, and identified 357 children who suffered recent, ongoing or historical incidents.

The other Southern District defendant in the operation, Steven Andrew Ross, 30, of Savannah, was sentenced in February to 120 months in prison by U.S. District Court Judge Lisa Godbey Wood after pleading guilty to Attempted Sex Trafficking of a Minor.

The cases in the Southern District of Georgia were investigated by Homeland Security Investigations and the Savannah Police Department, in conjunction with the Internet Crimes Against Children Task Force, and prosecuted for the United States by Assistant U.S. Attorney Tania Groover.

AMERICUS, Ga. (WALB) – On Thursday, the Sumter County Sheriff’s Office, with the assistance of the U.S. Marshal’s Fugitive Task Force, arrested Dakota Levi Stewart 20, a convicted sex offender, according to a release from the sheriff’s office.

Stewart was arrested at an apartment complex in Americus on warrants from Thomas County, the release stated.

He is being charged with rape, aggravated assault with the intent to murder, rape or rob, and false imprisonment.

Stewart is being held at the Sumter County Jail.
