SAVANNAH, Ga. — Human remains have been identified as a teenager reported missing in Georgia.

The Chatham County Police Department said an autopsy confirmed Thursday that remains found on Sept. 19 in the woods of Chatham County are those of 15-year-old Donald Jones, of Savannah.

People walking in the area reported the discovery. Jones’ mother had reported him missing Sept. 21. A cause of death has not yet been released. Authorities are investigating the case as a suspected homicide.

Federal agents and Georgia agencies worked together to track down the founder of the disturbing group and some of its members across the U.S.

GAINESVILLE, Ga. — A Houston, Texas man has been sentenced for his involvement in running a chat group that disseminated pornographic material involving children to predators around the United States – including Georgia.

Georgia agents worked with federal investigators to bring Terence Dewayne Dixon into custody for operating a chat group he called “House of 1000 Littles.

According to the U.S. Attorney’s Office, the group was “dedicated to sharing child pornography and discussing child molestation.”

Federal prosecutors said that, as early as November 2017, Dixon created the chat group where links to the material were shared for almost a year.

Prosecutors said that, on a single day in January 2018, Dixon, known as “Devilman Crybaby” online, shared 21 links containing child porn with the group. And a month later he bragged that his link contained 5,000 videos of child pornography.

“Investigators identified the majority of his chat group living all across the United States,” prosecutors said, “including in the state of California, Georgia, Illinois, Louisiana, Michigan, New York, Ohio and Tennessee.”

“Dixon disseminated horrific images of child pornography to members of his online chat group,” said U.S. Attorney Byung J. “BJay” Pak. “He also encouraged others to share child pornography that fueled a demand for the violent exploitation of children.”

Those actions earned the 38-year-old man a charge of conspiracy to advertise child pornography on July 23 following a guilty plea. As such, was sentenced to 25 years in prison followed by a lifetime of supervised release. He is also ordered to register as a sex offender upon release.

“The monsters that visited this site and found pleasure in exploiting innocent children now have one less place to sow their evil seeds and one less organizer to help them do it. Dixon’s sentencing is warning to those who revel in and peddle this filth,“ said acting Special Agent in Charge Robert Hammer, who oversees Homeland Security Investigations operations in Georgia and Alabama.

Georgia Bureau of Investigation Director Vic Reynolds also commented on the case pledging the agency to root out similar acts and bringing those responsible to justice.

“For this defendant to take the images of innocent children and pass them around in order to exploit them and use them to arouse in a sexual nature is absolutely despicable,” Reynolds said. “The GBI is committed to working with our partners to stop this criminal behavior and protect our young ones.”

Prosecutors said this isn’t Dixon’s first run-in with the law under similar circumstances. He was also convicted in 2001 of the aggravated sexual assault of a nine-year-old child.

A Georgia man was given a nearly 30-year prison sentence after manipulating girls as young as 12 into sending him sexually explicit photographs in a pattern of “sextortion” that victimized “dozens and dozens of young girls,” the U.S. Attorney’s Office said.

Edward Okenica, 24, of Forsyth County was given a 28-year sentence for pleading guilty to multiple counts of producing child pornography, U.S. Attorney for the Northern District of Georgia Byung J. “BJay” Pak announced.

Investigators identified at least 36 girls who were victimized, but they believe he coerced as many as 100 in total.

“Okenica victimized dozens of girls as young as 12 years old from his home,” the U.S. Attorney said. “He is a sexual predator who exploited the vulnerability and fragility of his victims by relying on the relative anonymity of social media platforms. This case is a reminder that sextortion remains a huge threat to our youth and to their families and parents need to remain vigilant to guard against it by monitoring their children’s social media activities.”

According to authorities, Okenica used social media platforms like Snapchat and Instagram to reach young girls and convince them to send him sexually explicit photographs. He often offered the girls gift certificates or other tokens of payment as bribes, the U.S. Attorney said.

“He also frequently demanded that these girls perform sexually humiliating acts, including placing various household objects in their bodies. In many instances, the girls would grow uncomfortable and beg Okenica to stop,” the U.S. Attorney said. “But Okenica was indifferent to their pleas, even when the girls cried or harmed themselves.”

Okenica “bullied, threatened and extorted” girls for more photos and more sexual abuse if they tried to get the communications to stop. On multiple instances, the U.S. Attorney said Okenica made good on his threats to share the girls’ photos and videos with friends and family.

“If a girl blocked Okenica on Snapchat or Instagram, he frequently established new accounts to find the child and demand that she send him more sexually explicit photographs and videos,” the U.S. Attorney said.

Okenica pleaded guilty to 11 child pornography counts in March. He will be required to register as a sex offender upon his release and will have a lifetime of supervised release.

The case started with a complaint in Canada to the Royal Canadian Mounted Police.

PERRY, Ga. — A registered sex offender living in Perry has been sentenced to 10 years in prison after an investigation found he was uploading child porn to a popular instant messaging app.

According to a news release, 31-year-old David Franklin Browder III was sentenced to 10 years in prison Wednesday to be followed by 25 years of supervised release.

Judge Marc Treadwell also ordered Browder to pay $3,000 to each identifiable victim in the 213 child porn images that were in his possession.

He must also register as a sex offender in any state he lives in after his release.

Browder admitted to uploading images of children, including an infant, being sexually abused onto Kik.

An investigation into him began in 2019 when Canadian authorities found the IP address for his account was located in the United States.

Homeland Security investigators and the Houston County Sheriff’s Office searched his home and found 213 image files depicting child porn.

The news release from the US Department of Justice says Browder is a repeat child sex offender and that he was previously convicted in 2008 in Houston County for attempted child molestation and sexual battery of a minor.

“Browder is a repeat child sex offender, with two previous state convictions for egregious crimes against children in Houston County. He will now spend the next ten years in a federal prison, where there is no parole,” said Charlie Peeler, the U.S. Attorney.

In 13WMAZ’s original report on this case in January, Browder told investigators he started viewing child pornography when he was 12. 

He said he didn’t want to hurt children personally and that viewing the pornography helped “curb things away.”

U.S. Marshals say they rescued 39 missing children from Georgia in different locations across the country

MACON, Ga. — Since the U.S. Marshals announced last week that they rescued 39 missing children from Georgia, we’ve seen dozens of claims on social media, some shared thousands of times.

One example is a post saying “Can someone – anyone – explain to me why finding 39 missing kids in a double wide trailer in Georgia not the biggest story on the planet?” Facebook even labeled the post as “false information.”

We brought these claims to U.S. Marshals senior inspector Josue Rivera who helped to lead the operation. He says this was a targeted operation and that these kids were not found in a single location. 

“We knew they were missing. We were looking for specific children that met that criteria so we didn’t stumble on a trailer or anything like that,” Rivera said. 

He also says these children were not part of a ring.

“It wasn’t a ring in terms of a single trafficker or anything like that. These were kids that were at-risk to be exploited by potential traffickers,” Rivera said. 

We verified these claims on social media are false. 39 children were not rescued from a double-wide trailer in Georgia, and they were not part of a ring. 

However, the U.S. Marshals did rescue 39 kids who were reported missing in Georgia. They were found in different locations throughout the country including South Carolina, Tennessee, Oklahoma, Florida, Kentucky and Michigan, according to Rivera.

Of the 39, around 15 children are believed to be victims of sex trafficking, Rivera said. Some were found with traffickers, he says. Other children rescued in the operation were runaways, and one was a parental custody case.

All 39 were considered “critically missing” and at-risk for exploitation. Rivera, who took part in the operation, recalled the rescue of a 15-year-old girl.

“A lot of the kids were surprised we were there and the reason we were there,” Rivera said. “There were instances where a child asked us, ‘Why are you here?’ When we told them, ‘We’re here for you,’ in that instance, her response was, ‘I didn’t know anyone cared enough.’  It was very shocking that these children, some of these children felt that way,” Rivera said.

Overall, nine people were arrested during this operation:

Faye Smith – Arrested at a motel in Clearwater, Fla. – Warrant for Probation Violation

Sally Garcia – Arrested at a motel in Clearwater, Fla. – Interference with Child Custody

Zachary Bailey Arrested in Columbus, Ga. – Human trafficking, Enticing of a Minor for Indecent Purposes, and Enticement of a Minor for Solicitation

Stanson Causey – Arrested in Jasper, Ga. – Registered Sex Offender  arrested for Probation Violation

Kirk Waters – Arrested in Newton County Ga. – Felon in Possession of a Firearm

Trevonte Shareef – Arrested in Newton County – Interference with Custody and Obstruction

Investigators with the U.S. Marshals Service also cleared 26 arrest warrants and filed additional charges for alleged crimes relating to sex trafficking, registered sex offender violations, drugs and weapons possession, among others.

Rivera says these investigations are still ongoing, and there could be additional charges.

The GBI was alerted that Brandon Borah may be using the internet to share child pornography

PEACH COUNTY, Ga. — A Robins Air Force Base employee faces several charges of sexual exploitation of children after a GBI and Peach County investigation.

According to a news release, 30-year-old Brandon Borah was arrested Thursday in Houston County and charged with four counts of sexual exploitation of children (possession of child pornography).

The GBI says the investigation into his internet activity by the GBI’s Child Exploitation and Computer Crimes Unit (CEACC) began after they received a report from the National Center for Missing and Exploited Children that claimed Borah was sharing child porn online.

A search warrant was executed on his home in Peach County, and then he was personally searched in Houston County while he was at work at Robins AFB.

According to the GBI, Borah was employed as a Civilian Electronics Engineer at Robins AFB at the time of that search

Charges are currently pending against him in Houston County due to the location of where the content was uploaded.

The U.S. Marshals announced Thursday the recovery of 39 children in a missing child operation dubbed “Operation Not Forgotten.”

A release said the two-week operation was conducted in the Atlanta and Macon areas. According to the Marshals, 26 children were rescued and 13 were safely located.

Nine “criminal associates” were arrested in the operation. The Marshals said charges including sex trafficking, parental kidnapping, custodial interference and registered sex offender violence resulted from the investigation.

A number of Georgia agencies, including the Georgia Bureau of Investigation, were involved in the operation.

“I cannot say enough about Operation Not Forgotten and the men and women behind it,” Georgia Attorney General Chris Carr said on Twitter. “39 – That’s how many young lives are getting a new start, and that’s how we measure success.”

According to the Marshals, the missing children were “considered to be some of the most at-risk and challenging recovery cases in the area, based on indications of high-risk factors such as victimization of child sex trafficking, child exploitation, sexual abuse, physical abuse, and medical or mental health conditions.”

“When we track down fugitives, it’s a good feeling to know that we’re putting the bad guy behind bars. But that sense of accomplishment is nothing compared to finding a missing child,” said Darby Kirby, Chief of the U.S. Marshals Missing Child Unit. “It’s hard to put into words what we feel when we rescue a missing child, but I can tell you that this operation has impacted every single one of us out here. We are working to protect them and get them the help they need.”

The GBI says the 14 men planned on meeting a child for sex

VALDOSTA, Ga. — 14 people were arrested in South Georgia last week after a four-day operation targeting child predators.

According to the GBI, Operation Broken Arrow was based around the Valdosta area and took several months of planning to execute.

The GBI says the 14 people arrested range in age from 24-57 and they traveled from areas around South Georgia with the intent to meet a child for sex.

They were identified as:

  • Dave Vincent Almon, 43, retail manager
  • Billy Stephen Carter, 57, truck driver
  • Eric Bernard Copeland, press operator
  • Walter Lee Curry, 33, laborer
  • Jamian Hogan, 34, retail associate
  • John Henry Hursey, 45, carpenter
  • Eugene Andega Mainah, 35, unemployed
  • Keith Morrison, 43, truck driver
  • Wyman Rene Phillips, 36, electrician
  • Wilford Sermons, 28, customer service representative
  • Josue Trejo, 31, forklift driver
  • Bronson Jamari D. Tripp, 24, retail associate
  • Keith Walters, 44, university Dean
  • Justin Na’eem Warren, 24, student

The Valdosta State University web site lists Walters as the dean of the College of Science and Mathematics.

The GBI says at least one of the people they arrested had previously been arrested on a peeping tom charge, and at least two of the other arrestees had been investigated for sex crimes before.

19 mobile devices were seized as evidence in the operation.

According to the news release, investigators had more than 120 exchanges with people on social media or the Internet platforms. Over 40 cases were established that met the threshold for arrest, and 14 of those cases were concluded with arrests.

The 14 are formally charged with violating the Computer or Electronic Pornography and Child Exploitation Prevention Act of 2007 and/or Trafficking of Persons for Labor or Sexual Servitude.

Additional charges and arrests may be forthcoming.

TROUP COUNTY, Ga. — A man the district attorney said was convicted for possessing child pornography and sentenced to prison for 1,000 years has been released on parole.

Coweta Judicial Circuit District Attorney John H. Cranford, Jr. said Peter Mallory was released on parole despite his office’s opposition.

“It has come to the attention of the District Attorney’s Office that members of the Troup County community are concerned and upset that Peter Mallory was recently released on parole,” the news release says. “The District Attorney opposed Mr. Mallory’s release but was powerless to stop it.”

“Mallory’s crimes did not allow for the State to seek or the trial court to impose a sentence without parole eligibility, and parole is a power exercised exclusively by the State Board of Pardons and Paroles,” the release added.

Mallory was sentenced to 1,000 years behind bars in 2013 for multiple counts of possessing child pornography following his December 2012 conviction. Cranford’s office said the Georgia Court of Appeals affirmed his conviction in May 2020 “and affirmed the appropriateness of his sentence.”

He served seven of those 1,000 years, which is about .07% of his sentence.

Cranford sent 11Alive a copy of a letter dated Dec. 11, 2019 that he said he sent to the Parole Board. He asked the board to reconsider Mallory’s tentative parole date of Dec. 31. 

“While it may be consistent throughout the state for this board to parole certain persons convicted of these crimes after seven years, Mallory is a worse offender and his crimes are worse than the average possessor of child pornography,” the letter said.

The letter outlined some of Mallory’s case, describing how he was indicted in February 2012 for sexual exploitation of children and other charges after he was accused of downloading thousands of images and videos of child porn. 

“The facts of this case further show that Mallory is a danger to create such images himself if he cannot obtain them otherwise,” the letter read. “The evidence at trial proved that Mallory installed a camera under a work desk to record the genital area of three separate victims, including a child.”

The letter also added that the victims of the case made it clear to his office that they didn’t wan’t Mallory released on parole. 

Cranford also provided to 11Alive two letters he received from the Parole Board regarding Mallory. The first, dated Jan. 13, said the “Parole Board has reconsidered this case and established a new tentative parole month of December 2022.”  

The other letter from the board, dated April 9, said that “the Parole Board has decided to proceed with parole in the near future” and that he would be notified on Mallory’s release date. 

Cranford said Mallory must register as a sex offender and will remain on parole where he will be subject to having his parole revoked if he violates the law or the conditions of his release.

Operation Broken Heart targeted people suspected of child sexual abuse or creating child porn

MACON, Ga. — More than 80 people in Georgia have been arrested in connection with a nationwide operation that targeted suspected online child sex offenders.

On Tuesday, the Internet Crimes Against Children (ICAC) task force announced the results of its participation in Operation ‘Broken Heart.’

 A total of 1,700 suspected offenders were arrested between the months of April and May 2019 – and 81 were in Georgia.

Throughout Operation Broken Heart, 61 task forces across America investigated more than 18,500 complaints of crimes targeting children helped by technology. 

They also gave more than 2,150 presentations on internet safety to 201,000 kids and adults.

The US Department of Justice says 308 of the 1,700 arrests are suspected of producing child porn or sexual abuse. Additionally, they found 357 kids who were victims of that abuse or were used in the child porn.
